InnoSetup Portable Edition is a portable wrapper for InnoSetup. InnoSetup is an installer builder with an integrated Pascal scripting engine.
A more up-to-date portable version is X-InnoSetup.

I don't think the "Website" link is valid anymore. Fortunately, the download is still on SourceForge.
Oh, and the winPenPack (X-InnoSetup) page has moved to http://www.winpenpack.com/main/download.php?view.76

i think inno, and especially nsis based installers are extractable by unextract for the most part..

X-InnoSetup doesn't compile scripts.
