PicView (DotNET graphic file viewer/manager)

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

PicView is yet another DotNET (v8!) graphics file viewer with loads of features and customizations, with a somewhat hefty storage footprint (over 100MB download with dependencies) but claiming to be natively portable (untested!).
