The dev makes clear that he's not focused on the Windows version but there's some nice reviews out there so ..

https://photoqt.org/

Status: Untested. The program wouldn't launch on my machine.

License: GPLv2

Steps:

Download, launch, and when prompted don't register image types or allow desktop/start menu items. I also tested a download, use 7zip, and launch but that also didn't work.

Update: this program is still at version 1.7.1 but there does now appear to be a 32-bit version. Unfortunately, it wouldn't work on my Win7x86 system so I can't comment on it's portability.

EDIT: Although the program crashes on launch on my system, it does appear to generate settings folder in AppData. Probably not portable.

I went ahead and tested PhotoQt v1.7.1 64-bit version, by (Uni)extracting and running it.

As webfork rightly surmised, it saves settings to '%LOCALAPPDATA%', plus the usual trivial stuff to 'HKCU\Software\QtProject'.

All in all, PhotoQt is a well rounded and fast image viewer with a couple of nifty features and a quirky UI, only let down by the lack of native portability and a somewhat hefty storage footprint of around 90MB.

Moving to "Not portable".
