Encrypt Care (http://www.glorylogic.com/encrypt-care.html) -- by the same maker of PDF Shaper (viewtopic.php?t=20962) and ISO Workshop (viewtopic.php?t=8818) -- is a simple and straightforward file and text encryption tool with hashing included.

I haven't tested Encrypt Care extensively but it is apparently well suited for its purpose. Sadly, it isn't natively portable as it saves its settings to '%APPDATA%\Glorylogic\Encrypt Care'...
Encrypt Care is an easy to use and feature-rich encryption software which allows user to encrypt or decrypt text and files in batch mode, generate, verify and export file checksums.

New version came out (v2.3) with a few fixes: http://www.glorylogic.com/encrypt-care.html

Does the "hex encode output data" (in the screencap here: http://www.glorylogic.com/screenshots/encrypt_care.jpg) mean that it saves binary files as text files?
