WinScroll (http://petethegoat.github.io/WinScroll/) is a FOSS public domain cursor utility (previously mentioned at http://www.portablefreeware.com/forums/ ... 297#p86297).

WinScroll purpose is to restrict cursor movement to a given screen area as well as allow window snapping. Information about it is scarce and, alas, it is not portable saving what few settings it has to 'HKCU\Software\WinScroll'.
WinScroll last release (currently v0.3) can be downloaded from https://github.com/Petethegoat/WinScroll/releases.

I'm confused: why would you want to restrict cursor movement?
