This one is still in development with 3.6.6 released in December (full changelog visible on homepage) http://speedypainter.altervista.org/download/

New features in version 3.6.6:

Fixed text size issues on high DPI monitors.

SpeedyPainter v3.6.5 :

Small interface improvements, slightly bigger font for improved readability.
Improved cursor pointer visibility.
New brush image 'snowflake_01' with corresponding brush preset 'snowflakes'.

SpeedyPainter v3.6.4 :

Fixed loading image into reference view.
Minor bug fixes.

SpeedyPainter v3.6.3 :

Bucket fill tool: added a checkbox that allows to sample all visible layers in order to detect the fill area. When this new option is on you can, for example, have the lineart on one layer and use the bucket fill tool into another layer, and the fill area will still be restricted inside the lineart boundaries.
Layers list widget: added a button to merge current layer with the underlying one (in previous versions this functionality was accessible only via the [CTRL+E] keyboard shortcut).
improved compatibility with older graphics cards.

Was looking for something to work with my child's new OEM graphics tablet from Amazon, this was relatively small and simple to start with.

Description says Wacom tablet, but seems to work with any Windows compatible tablet. I guess it's just using the standard windows API.

Old thread update: last update was back in 2020 to v.3.6.6 so I'm assuming this is no longer in development. Still a very nice drawing program with plenty going on here including perspective grids, reference layers, brushes. Really impressive.
