We have a few QR code generators on the site but, I've seen very few readers for PC. Cameras are pretty standard on laptops so this seems like an important topic.
Steps: Install, copy to other folder, grab INI file from AppData, uninstall, and launch.
Status: Not portable, writes to AppData

Bytescout BarCode Reader - PC QR code reader
Some good news: Bytescout got rid of the registerware requirement and the program supports both image files AND PDFs. It doesn't automatically detect what kind of code you've provided so I recommend selecting "decode all 2D barcodes."
Steps: Uniextract2, launch BarCodeReader.exe
Status: Not portable: HKCU\Software\Bytescout\BarCode Reader
Wishlist: support drag-and-drop for images and an auto-search for the most popular codes.
