I checked this out because Visio is just so incredibly goofy as compared to how I think a flowchart system should work. Anyway, this program has TONS of features, a huge program that clearly has something to offer ahead of Visio. Makes Visio seem small by comparison, but unfortunately also ventures into blah usability. Still, it's free.

Status: Not portable, writes settings to AppData\Roaming\VisualParadigm
Also writes some minor items to HKU\..\Software\ej-technologies and JavaSoft ... so even if the AppData piece was fixed, it's unlikely to be stealth.

I still can't find anything suggesting that this program has addressed portability but it has been seeing regular updates for the last year, now with v.13.1 out.

I haven't had a specific need for a program yet or I'd reach out to developers, but it's still nice to see this an active freeware project functioning as an alternative to Visio and other tools.

Tested the latest version (v13.2) and unfortunately the program now nags you for “activation” which is registration by email.
Happily, I did find a somewhat complex workaround for basic portability, meaning you may have to go through this sequence again if you change folders or drive letters:
1. Download, unzip, and run the program (Visual Paradigm.exe)
2. In the Help tab, choose “Switch Workplace” which lets you manage your settings:
3. Change the workplace to .\settings123 (or whatever). This writes settings to \bin\.\settings123 in the main folder
When you save your project, you can choose the folder below “VPProjects” and it will remain in the settings123 folder.
It's not stealth as there's still a VPProjects folder in USER\My Documents
