Tested: Not Portable - Writes setting to the Registry (HKCU\Software\Zhorn)

Bart is a file and folder backup tool, which transfers changes from multiple source directory trees to destination trees. When run, it will copy any files which have changed since the last run, bringing the destination up to date with the source in an efficient way, copying only files required.

(ok its a beta - but its matured 8 months and someone may like to know)

NickR is right- Bart (the current version is 3.00) can easily be made fully portable and stealth:
bart.ini

Bart stores settings in the registry by default. However, if you'd prefer for settings to be written to an ini file, you can change this behaviour by putting an empty file named bart.ini in the same directory as the exe. When Bart is next started, it will instead read and write setting to this file. This is useful for those who prefer to use Bart as a portable application, from a USB drive.
This quotation is from readme.html file inside program archive.

So by using bart.ini all data and settings are stored inside the program folder.

Bart is not abandoned - version 3.0 dates from 2012, now the developer released v3.1 in december 2019!

The program looks promising - simple, clean - will test it next week. Deserves a database entry, hopefully I find the time to add it.
