Apart from having been regularly updated since I last posted here (current version is v3.2.0), Linux Reader developers are now making available a free PE Builder based Windows Boot CD -- check below.
DiskInternals Boot CD lets you boot into fully operational Windows XP-2003 or Windows Vista, complete with the GUI and service applications. To create your bootable Windows CD (WinPE, Windows Preinstallation Environment), download install DiskInternals Boot CD and run the Wizard. The Wizard will prompt you for a CD or DVD that contains Windows XP, 2003 or Vista setup files, and make a new bootable CD that can run Windows from an optical disk without installation.

Updated to version 4.0 and becomes limited freeware/liteware.

Given the amazing featureset, I'm not surprised that they took some features pro. For example, if I made a ZFS access tool, I would sell it. I do wish they'd allowed access to encrypted BitLocker disks as there are more than a few Windows users out there who would benefit from a natively encrypted volume that's not available on every flavor of Windows.
