ExtMan - modify Windows associated program by filetype

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Nice prog in a sparsely covered windows system management area. Pity about the non-existent help, the not fully translated interface and the critical touchiness of the underlying registry editing -- association registry keys are more complex than apparent at first look, with opaque interconnections prone to make results unsavory. Currently I know of no satisfactory GUI application for this purpose, hence my advice: users beware...

Please confirm that this program does not always start in German after first run and a change to English.
(On Vista SP2 after running for the first time and setting to English, Then closing the program when restarted opens in German)

In fact, since the program does not save settings, it does always start in German.
Anyway, it's a minor detail for me. ExtMan is by far the most easy-to-use tool I've used for this purpose (of course, I don't include Vista's default programs editor as an alternative because, in my opinion, it was made to avoid any change in the system file association).
