Oh! I saw that on freewarefiles.com 4 months ago but
freewarefiles.com calls it "eTune 0.9"

It has a very high user rating but it had trouble hearing my guitar so did it not work too great for me.
Mini Guitar Tuner works great.
Maybe I did it wrong?

The TPFC post for "Chromatic Tuner" should have the word "Guitar" in it to make it more searchable.
