I'm looking for a tool that can insert phrases into a document - essentially like the permanent clips function of ArsClip. ArsClip is fine, but I was hoping to find something without clipboard monitoring. All the clipboard/text processing tools in TPFC's database seem to either i. Have the clipboard monitoring function as well, or ii. Are based on keywords (ie you type a word and it is automatically replaced by a defined phrase) - I basically want to trigger it manually, not have it happen automatically.
Anyone have any suggestions for apps that do not fall into (i) or (ii) above? Just to reiterate, I am basically looking for an app that you can have running in the system tray, which allows you to manually insert pre-defined bits of text into whatever app you are typing in.

Thanks, but none of those are really suitable. I will keep looking - thought I had found one in Kana Clip, but it crashes every single time I try and close the permanent clips editing dialog. Oh well.

Perhaps you should try ClipJump:

Though its primary function is clipboard management, you can disable specific features using the ClipJump Controller:

What you probably need is the Channel organizer, where you can add/manage items:

You can open the Channel Organizer and paste an item directly using "space", or use "ctrl+v" with keep holding down "ctrl", and use "v" or "c" to move between the items.
Once you get familiar with this "Paste Mode" concept, you will probably find ClipJump a very handy tool.
I also recommend checking "Start Paste mode with Search enabled" in the Settings, so you can find the item you need quickly.

I'm a big fan of Ditto http://www.portablefreeware.com/index.php?id=1361 (though I recommend sticking with the 32-bit version regardless of your OS) and it might work for you simply because it's so customizable. It's also actively developed and the dev has been fairly responsive in the past so you might make a feature request if you can't get it to do what you want.

Just found this thread, I don't know if you are still looking for a program, but Lintalist might be something for you http://www.portablefreeware.com/index.php?id=2686 - there are options to setup abbreviations or shortcuts but you don't have to use them as you can bring up a search window to search for the text you want to insert - supports formatted text and images as well should that be of interest.
