Unzip, uniextract the installer. The application files are in $INSTDIR folder. Delete unnecessary.lng files. Launch MHAgent.exe.

No it doesn't, though it's not really necessary for what it does.

Mouse Hunter currently version is v1.69, released January 15, 2014 -- couldn't find a changelog...

Description could be clearer, it basically allows for focus-less window scrolling. Currently using a script for AHK that does this, works a treat.

Update v1.74 came out a few months ago. One thing not mentioned in this thread is the ability to control horizontal scrolling by holding CTRL (as well as some other options). I've been working with a lot of whiteboard programs that this would really hep with.
