Confirmed.
I have been repairing a MotionComputing PC with Vista Tablet OS and it has it too
but its not "hidden" it has a quick launch shortcut.

Snipping Tool is available only in the Home Premium, Professional, Ultimate, and Enterprise editions of Windows 7.

In a Run box you only need to type SnippingTool.exe, as it enumerates through the directories stored in the %PATH% environment variable. If it doesn't work you don't have it.
