I found this when I was looking for an application launcher that would work with any type of shortcut. It took some work but I've got - shell folders (e.g. "All Tasks" aka "God Mode") working, ClickOnce app shortcuts, and regular folders, files, exes... some custom icons as well for batch files and folders.

You have to edit the XML by hand but it's documented and pretty straightforward.
