Don't Panic! is another project by the same developer. Did not test it yet but there is a PortableApps.com version here.

TCP/IP Mananger is at version 3.0.2 (Build 16)

Tested: Portable

Extraction has now changed as there is a ZIP file available, just extract it and launch TCP_IP_Manager.exe.

Same version, but now there's also a PAF version for downloading...

TCP/IP Mananger V3.1.2 Build 18 is available (29.10.2012):
