A PStart alternative maybe? I too will test and come back with how reliable and easy it is to use.

Tested: Portable

OK, so maybe not the 'next PStart', but might come in handy if you use a lot of shortcuts, especially if you have 128 Windows 7 shortcuts.

That was not the case when I posted the link... could it be surge in traffic / a bandwidth limit issue?

They've problem done it so people can visit the website and read about the software first, rather than Hot-linking.

The program name implies this is fast, but startup is remarkably slow. It takes around 25 seconds to get running on my system.

I agree that Quick Pop Menu isn't a fast starter but it is light, tiny and easy to use. I is one of my favourite tray launchers together with SyMenu and FSL Launcher Supporters' Edition (which is not free). Since Quick Pop Menu is truly portable and has x32 and x64 versions I think it deserves to be included into the database.
