Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

ImageToSWF

ImageToSWF is a free Windows GUI (Graphical User Interface) for SWFTools. It allows you to create a SWF (Shockwave Flash) slideshow or animation out of JPEG, PNG or GIF image files. For instance you can set framerate, quality, size and use Zlib compression.

As implied this utility requires SWFTools.
But SWFTools is not in the PFC Database nor, as far as I could find, has it been discussed in any Forums.
I assume that it is in fact portable; can anyone confirm this?

SWFTools Website @ http://www.swftools.org/about.html

Download http://www.swftools.org/swftools-0.9.1.exe

Install SWFTools, copy jpeg2swf.exe, png2swf.exe, and gif2swf.exe to the ImageToSWF folder (only these files are needed). Uninstall SWFTools.

You are good to go.

Old thread update: since this was posted about, it appears that this became a whole set of tools for converting other file types to Flash. Certainly Flash is not what it was back in 2010, but there are some great converters that might easily take this and enable conversion to HTML5 or other formats.
