Are App Modifications allowed?

I have made several launchers for freewares that seem to work really well [using the JPE system] and I would like to share them but I need to know some particulars about this site..

1.)I usually use resource hacker and spruce up the app icons..is this allowed if I want to share my handy work or do I need to remake them?

2.)I use UPX and several other different exe packers to compress the components of the app as best as I can without breaking them....Can I do this and still post them here?Or do I need to leave the components unaltered?

It depends on particular apps' licenses. Read them and you should know.
