PhotoScape v3.5 is no longer portable!

Maybe some other steps to insure the portability must be taken?

Writes settings to AppData.

Edit: I guess this is the culprit (see changelog)

Surely in the setup you would be able to choose 'For everyone on this Computer' or 'Only for this User,' strange how they have suddenly changed it!

Entry updated. I hope the software's authors consider a version or method for saving the settings in the Application folder.

I have tried to contact the author, hoping he will consider to restore portable use support.

Maybe someone will find this via a Google search but I'm very pleased to say this program will actually reduce GIF framerate. I looked around on the web for quite a while before I realized the program I used to create the files in the first place could also modify them. All the other suggestions I found referenced commercial software.
