It seems like it only cost a few billion dollars to give up on their mobile platform and start doing stuff on Android. Regardless, I could definitely use a good Android emulator and this looks better than Bluestacks.

Microsoft hasn't given up on Windows Phone.

What happened here is that Microsoft tries to keep Visual Studio relevant in the era of mobile. They were afraid of the possibility that a large number of programmers would abandon Visual Studio because it doesn't support targeting Android or has inadequate tools for Android development. They didn't want to take that risk.

Don't think it's portable but there's a review at:

Users can also customize certain details such as CPU, root mode, display resolution, memory size and a whole lot more. There is also a way for users to do a simple mapping of third-party controllers such as a keyboard or a joystick.

Other highlights include file sharing between Android and Windows; quick APK installation through dropping and dragging; passing through sensor data to Android in order to start playing intuitive games such as racing; the ability to run multiple Android instances simultaneously; creating, cloning, deleting in the Android system with a single click; GPS location simulation; and a full authentic Android experience using an elegant desktop.

The system has shared folders for music, videos, pictures and download, making it easy to share content between Android and the host. Apparently there’s also support for simulating multi-touch gestures from the keyboard, although this didn’t work for us on our initial attempts, and there’s no documentation to help.

On a related note, apparently Microsfot just made Visual Studio (i.e., Community 2015 edition) free for everybody who's not an enterprise:
