You're likely missing the VC runtimes. If it's your own system, you can install them from the installer within the package. I retested the ZIP version described in my VirusTotal report above and unfortunately the program has basically become a non-portable "no-install" program. There are also several frustrating steps around the MS Redistributable install (for example, you must install the 32-bit version regardless of your OS version), so I opted to move to the PortableApps version of winLAME. As is our policy, if we can determine a reliable way to make the official version work portably, I'll switch the entry back.
