Clavier allows to create keyboard shortcuts using almost any keys, including the Windows key (around the Space key).
Features:
* Create global shortcuts, available in all programs

i like the interface of this, and it is fairly lightweight too.
i think i still prefer HoeKey though, since it uses about 10x less RAM and has more features
