Liquid Icon is a very small icon editor (NB I've run this on 3 machine's no problem however it glitches on the one at work)

ABC Audio convertor is the lightest application I have yet found that will convert wav-mp3-wav and remain portable.

I have run all of these apps from my flash drive on at least 2 machines and have had no problems except for Liquid Icon as noted above. Some require installation then copying the folder and uninstalling, however most are just standalone.
