The homepage still show 1.33.2 as the latest version.
Is there a forum where I can read about it?

I don't think there is a forum to read about this particular release but the original application is very good and I'm sure you can google it and find many resources with discussions.

I wrote to the developer requesting a portable version and he was kind enough to oblige. We exchanged some emails and went through a few pre-releases until he felt that this version was good.

I have verified the portability using regshot. No registry entires or user profile directory files are added by this application.

You are correct that this version is not published on the site but if you look at the link you can verify that the file is hosted on the same site and not some third party spyware link.

Hey, thanks for AllSnap! I love it!

Hey again, how can I become a member of http://www.myPortables.net? It looks very interesting, but it seems that to register you need some kind of invitation code. How do I get one?

AllSnap website has moved http://ivanheckman.com/allsnap/ but its still getting updated, works for 32 and 64-bit systems up through Win7, and has a no-install, no-registry version.

There's a video on the site that gives a great demonstration of what the program does. One of the simpler methods to handle window size/management.
