Cobbler is a simple but very robust secure note application with transparent file encryption + authentication (data integrity).

Available from https://www.trustprobe.com/fs1/apps.html

Are you the dev? Do you know where it writes settings?

Yes I am (svenfaw is just a screen name).

All file I/O is restricted to the encrypted container file (default location: C:\Users\[username]\COBSTORE256.DAT)
No settings are written anywhere else.

Perhaps you could provide the instructions to run it portable e.g. not writing to C:\Users\[username]\... but to the folder where the application resides in.

cobbler.exe d:\example\data.dat

to place it anywhere you like.
