This is an amazing screen ruler. I'd been content with [Pmeter](
https://www.portablefreeware.com/index.php?id=733 ), and will likely use it much of the time, but ScreenRuler is
Measures pixels, centimeters, inches, points and percent-of-screen
One- or two-dimensional (like a carpenter's square
Allows custom marking lines, as well as options to mark Middle, thirds, and golden ratio (.618)
Allows movement/resizing with keyboard for precision, or mouse
Portable, appears stealth

Installation: Download zip file, extract ScreenRuler.exe and ScreenRuler.exe.config to a directory, and run. Creates ScreenRuler.ini in same directory.

Throws random exception errors, so not 100% stable? Just clicking OK in the settings sometimes crashes the software.
