It is a stand alone app, and does not have any settings. I doubt strongly that there is anything written to the registry (You can verify the source yourself).

It is just fun to watch it looking at your mouse. I have also noticed that the window cannot be made transparent, or the eyes will be stuck.

I used to use a tiny app called Nekko (Japanese for "cat") in win98 that put a little cat that follows your cursor, or you could set her to scamper randomly on your desktop.

Fun, but got obnoxious after more than a few days at a time.
Nekko had a small world-wide cult following for a while. I wonder if she was ever re-programmed to be XP-compatible.

I ran NEKO on Windows 3.0. Just possibly it might have been 3.1. On the other hand it could just have been Windows 386.

Actually, as a result of this program, I named a persian cat we had "neko". No longer around of course.

@ JohnW -- actually, thinking back, I think I used Neko in Win95 for the first time (my first own pc, an AST 166 with MMX, bleeding edge when I bought it for $2900, and remember how the OEM vendors loaded you down with a ton of apps? Nowadays you're lucky that they haven't thought of a way to charge extra for Notepad and Paint.)
But I started work computing on a Zenith 100, two 5" floppy drives, and we had to use Peachtree suite (similar to MS Works). More crashing, more fun, and the excitement when we got pc's with actual hard-drives! 512 mb if I remember right.

Within this there is a program called Wazzdog.
Same sort of thing as Neko and portable of course.

EDIT: KDE has a similar program named "On Screen Creature" which has this exactly shaped little kitty among other "creatures" but it is not following the cursor, or maybe I didn't researched enough?

No, this is a cute little app. I added it to my ever-growing collection of pointless programs on my USB key drive. You gotta have at least several dozen of those.
