Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Description: ActiveHotkeys shows a list of all active (registered) or inactive (available) global hotkeys in Windows. (Unfortunately, Windows does not allow for detecting which application has registered a particular shortcut, so that feaure is not included.)
Category: System - Keyboard/Mouse
Writes settings to: Application folder (when started with /localconfig switch)

According to the author's post here, you can launch it with the "/localconfig" switch to write the app's .ini file in the application directory (portable use). Without this switch, I believe the .ini file is written to %AppData%\Ethervane\ActiveHotkeys\

Definitely a needed program. As I continue to do computer customization of one kind or another, knowing what shortcuts are taken up and even better what groups of shortcuts are available is a big help.
