Service Trigger Editor (system services manager)

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

I don't have Windows 7/8 at hand, so I can't really test Service Trigger Editor for portability, but the site, besides providing extensive information on use, alleges it requires no installation; moreover, I haven't seen something like it around yet, so I'm guessing it would be a welcome addition to any sysadmin toolkit...
