I would like to suggest an app called Portable NSIS.
NSIS is a programming language that is used to make launchers for all of the portable apps located at http://portableapps.com and http://www.portasoft.org. This portable version will allow anyone to compile NSIS scripts anywhere after using their favorite text editor to make the program. Portable Notepad2 is a great text editor to use for this!
