Unfortunately, although you can easily (Uni)extract the setup package offered for download (in a ZIP), Horodruin proved not to be natively portable in Windows XP, as it always saved 'Horodruin.ini' to '%ALLUSERSPROFILE%\Application Data\Horodruin'. It also registered the 'hdr' extension to 'HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.hrd'.
OTOH, synching project files are saved in INI like files with the 'hdr' extension at user discretion.
