looking for app Xentient Thumbnails ** not portable

I'm posting this on a few different forums.

Xentient Thumbnails is a tool to generate and apply icons to image files created from the image itself. So if you have a photo of a sunset, the icon will be a tiny rendition of that photo.
I don't mean "thumbnails" view, I mean the 32x32 pixel ICON.

It is an old software, last release was several years ago, the website has vanished, and every download site I've checked linked their download back to the developer's site.

Does anyone know of this software, and if you have it, could you maybe post it up to a free-hosting site????
