Need simple portable drag and drop list program

I need a simple program for Windows 10 that allows you to make a text list of items and then drag and drop them over or under other items on the list to change their order on the list.

That is the only functionality I need, if it has more than that fine, but that's all I am interested in. If it has a checkbox on each text item that's useful too, so is a "Find" feature, but not necessary. Screenshot of the concept below.

Note: must be offline and not in the cloud

portable
light on resources

On a whim, I checked out the Outline editors category here at PortableFreeware. I found in a quick search of the ones I've used that Tkoutline that does pretty much exactly what you want. https://www.portablefreeware.com/index.php?id=185 It is defunct but works on my Windows 10 to this day.

Others in that category might do the trick. The speed that I move around nodes using Alt-Up and Alt-Down in either Mempad or Treepad, both here at PortableFreeware, might make them desirable because of their greater functionality.

All three are miniscule (MemPad and Treepad at less than 1mB, TkOutline at 1.6mB), are resource-light, and work on Windows 10. MemPad is still being maintained by the author.

ToDoList (https://www.portablefreeware.com/index.php?id=816) seems to support drag and drop, but I haven't tested that. Maybe TaskCoach (https://www.portablefreeware.com/index.php?id=2113) can drag and drop, too.

Both apps might be a little too heavy for what you need. I know the problem of looking for some very simple notes app with limited but specific functions...
