The comparison with PDF seems only natural, to me. DjVu, like PDF, is more than just an image format. You can select text within WinDjVu and copy-and-paste it into notepad. What other "image format" can do that? Only PDF, as far as I know. Possibly it's more capable than people use. I've seen about a handful of books and all were just scans.
