TPFC updated to support UTF-8 encoding

Please see this topic and this topic that prompted this change, although it has been on the back of my mind for awhile now, just not enough "push" factor to get it going.
Previously, the main TPFC site was using "iso-8859-1" as the character encoding, meaning it did not support Unicode. I have now switched it to using UTF-8, which is the most common Unicode encoding used for websites. The forum software phpBB didn't have this problem though. It supported UTF-8 from the start.
If you see any character encoding issues after this change, please let me now so that I can fix them.
