As it's not an open protocol, there's nothing that allows you to simply merge two RAR files that the developers didn't specifically allow. That said, there are some command-line tools that can greatly speed up the process of extracting and re-adding them to a new RAR files.

In the various tests I've seen, RAR isn't superior to other compression formats so, unless you have a specific reason to stay in that format, I'd move to a new one such billon's suggestion.
