As you know, there are websites which have paywalls or block adblock users. The DMCA doesn't allow development of tools which bypass restrictions like that. (Other countries, including Finland, have similar laws.)

Unlike the article says, this method can't be used to force people to see ads. A server can get unblocked this way only if it's used for bypassing paywalls or other similar restrictions. Blocking your average ad server isn't a DMCA violation and advertisers don't have any way to force filter list maintainers to remove them. (A website can block adblock users, but in that case the visitors still have the option to just leave instead of disabling the ad blocker. And it's rare because it results in losing a lot of traffic. It's telling that Facebook, for example, attempted to bypass ad blockers instead of blocking adblock users.)
