Two updates here:

First:

Another year later and I'm *still* using Daphne to control bad system behavior even on Win10x64. I think of all the tools here on the site, this is one of the most important.

Second:

The excellent Splat also has some of this functionality for programs that you launch yourself via the Launch Priority options:

Old thread update:

For a solution to a similar problem, see "slow down writing to the disk," especially if you have low RAM and/or a magnetic hard disk.

Still using Daphne for decreasing software priority (or killing wasteful processes) on my machine. Are there any other tools in this space I should be aware of?

Myself, I use Sysinternals Process Explorer (portable, not stealth) for the purpose.

Plus, I believe Process Hacker can do the same...
