What skin are you using? I don't believe the English versions even come with the chat feature, but some skins have left-overs from the Korean version and may show additional, unnecessary elements.

Opera 12.17 works fine, you need Javascript turned on for it to work. If you have a Javascript manager addon such as ScriptKeeper or something you'll need to allow portablefreeware.com and ajax.googleapis.com.

It reset the existing ini settings which was kind of annoying, but less so than the notice :p At least it wasn't like recently updating Everything a single version and having hours worth of folder inclusion/exclusion and other settings reset (now that was a take-a-deep-breath moment).
