1. Go to www.archive.org

2. In the Wayback Machine, enter the URL http://www.netadmintools.com/art346.html

3. Select the Oct 24, 2005 link.

4. Scroll down the page to the Clip.exe 1.0 link

5. Save the file.

Unless I am missing something, you don't need a separate application for this. Outlook provides it.

Go to:
File -> Import and Export...
Pick Next>
Pick Personal Folder File (.pst)
and follow the prompts.

Importing works similarly.
