Yeah, AVIF is known to be superior to WebP in lossy compression. Both image formats are built around video codecs (VP8 for WebP, AV1 for AVIF). AV1 is a two generations newer codec than VP8 and easily outperforms it.

For screenshots WebP is a better format than AVIF. You want screenshots to be lossless (they compress well, unlike photographs). High DPI is a real mess for legacy Windows app. Silverlight was supposed to be the solution, but we all know how that went.. Process Hacker can also suspend processes, with "suspend" and "resume" options in the context menu.
Note that it's expected that a program freezes if you suspend it. Suspending blocks it from executing at all. Resuming should unfreeze it just fine though.

This site mostly looks at library repositories, and permissive licenses dominate there because an (L)GPL licensed library would be significantly harder to utilize in commercial software.
