NirExt
Just use NirExt. It does that with a GUI. Relative paths are supported and you can even just use 'filename.ico' if the file is in the folder.

No difference
In terms of the files themselves, there is no difference. It just copies the files over to the traveler mode directory. There might be something in the process that creates a configuration.xml file in the installation directory, but I have not been able to see the difference between the two.

Yup, it's portable
Yup, it's portable. Checked with Regshot and with JauntePE. I was using zzoom, but find this smaller and slightly more practical. It might replace zzoom as my default color picker.
