Privacy Badger? Isn't that the one that "learns" which beacons or webbugs to block? IIRC I dumped it because it never ever, not even once, caught anything, as uBlock Origin does such a good job of blocking all those webbugs before PB can even notice them.

If you are using Firefox, you could try the Biscuit add-on that preserves marked cookies even if you delete "all" cookies. It can even preserve session cookies.

Other download sites (other than softpedia) indeed mention the .Net requirement. I gave it a try nevertheless. The program installs, but doesn't run on my slim (.Net-free) XP.

AFAIK, this is the only program that can do it: http://virtual-protect.com/tagfolder.html. It didn't work on my computer, as it requires at least XP SP2 (it says differently on the page). And, I believe, it also requires a certain .netframework, but can't remember exactly.
