As webfork correctly states, Michael Vinther is the author of this useful program. I have been using v 1.38 for some time but I notice that v 1.39 is now the latest version. I was going to briefly comment on the fact that the download does not have an extension (it's exe).
However I suspect that the program will not be regarded as acceptable as 'Start Menu' is shareware.
