pre-release of next version. messed around quiet a bit internally so it's in a bit of a question whether I broke anything.

Help->Documents now opens a new window rather than
replacing the current edit contents
added commandline arguments
-r opens in readonly mode
-h opens the documents
-e opens in edit configuration mode
commands are lazy evaluated, declaring -h then a filename
on the commandline will open the filename rather than
displaying the documents.
formatted SavageEd.md to 80cols, added the new features and
fixed some typos (still looks bad on github)

Fixed a couple of bugs related to richedit behavior.
mailto: was inserting ']' character into the link string, which is now actively removed by SavageEd.

Double clicking on single quoted words selected only the closing quote and any following space. While this is "fixed," it was a hack fix and the user will no longer be able to double click an end-quote to select it and any following spaces.

All of the changes in the 0.10.30 pre release are integrated.

This version will be preserved as a separate branch.

Various new features added since last release aimed at fast editing of files.
The most significant change are the addition of key board shortcuts to help minimize needing to reach for the mouse.

This is stable release
Pretty much feature complete as it has reached design goals.
