PicPick is a versatile all-in-one tool for images on the desktop. Includes a powerful screen capture tool, editor, color picker and palette, pixel ruler, protractor, crosshair, whiteboard, and more. Can upload images automatically to FTP, Facebook, Twitter, default e-mail program, or send to installed Microsoft Office programs (Word, Excel, or PowerPoint).

Alternatively, PicPick Portable is stealth and automatically adjusts paths.

Languages: 27 languages, including Chinese, Spanish, and Portuguese.

How to extract:
  1. Download the installer and extract using 7-zip to a folder of your choice
  2. Delete $PLUGINSDIR, $TEMP, and saveappdata.ini
  3. Create a blank file called picpick.ini in the same folder
  4. Launch picpick.exe
Optionally, remove all the language files that are not needed in the Language folder

Or download the ZIP package and extract to a folder of your choice. Launch picpick.exe.

Cross-platform with clients available for Mac/Linux.

MyPaint Portable is a wrapper program for MyPaint. Alternatively, X-MyPaint is also available and can be updated to the latest version via this process (thanks shnbwmn).

It's a real pity that the newer versions (aka 1.2.0 onwards) aren't portable, because the whole interface has been wonderfully overhauled and a whole slew of new features have been implemented. According to https://github.com/mypaint/mypaint/issues/91, the developers basically have no interest in making this portable.

Pixia is a powerful raster graphics editor with a unique user interface. It includes various photo filters, brushes, layers, text, and broad file format support. Note that the program has a fairly unique interface so, when learning Pixia, it's easier to discard everything you know about other editors like Photoshop or Paintshop and start from scratch with the tutorials and help files.

64-bit version compatible only with Win8+.

Webfork is correct, there is a portable version. Worked fine for me on XP. I also like the knockoff of it called Pinta available for Linux. It's not full-featured yet, but it certainly works.
Off-topicP If you really want portable, put your favorite version of Linux including whatever programs you want on a USB stick and you've got an entire portable OS!

ShareX is a feature-rich screenshot utility that can grab a selected area with a single key and then edit, save to clipboard, drive, and/or instantly upload them to 25+ different hosting services (posts to Imgur by default). ShareX can capture screenshots with variety of shapes including rectangle, rounded rectangle, ellipse, triangle, diamond, polygon, and freehand. Supports screenshots with transparency and shadow, as well as those that require scrolling. In addition to images, the program can upload other file types, supporting uploads from the clipboard, a watched folder, as well as drag-and-drop.

Additional tools include a powerful screen audio+video recorder (MP4/WEBM or animated GIF format), color picker, ruler, ftp client, monitor test, file hash checker, QR code generator, image effects, and much more. The "Image Editor" option opens files in the included Greenshot image editor.

@wkm @freewaretester ShareX can do scrolling capture now.

@freewaretester It can already record sound and can open image in any image editor including Paint but without save image to file you can't give image to Paint because it expects file path.

ShareX has been saving me an enormous amount of time lately in generating help documentation. The ability to record a full screen every few seconds, add image borders to captured images, as well as uploading to a variety of different destinations. If you EVER work with Oracle's ridiculous "UPK" program, make sure you have ShareX handy.

Snipaste is an easy screen capture and image edition program, especially useful for detecting windows and menus, supporting pixel-level control. Both captured images and various clipboard content can be pasted as a floating window to the desktop. Windows can be moved, organized into groups, saved to file, as well as basic editions like rotation, zoom, translucence, etc.

The program can grab colors, supports themes, and includes multi-screen support. The default keys (which can be customized) are F1 for Snip and F2 for Paste.

In a very short time frame this became part of my daily workflow. I'm constantly using this to quickly grab some bit of text or some image to easily reference. I run it in concert with ShareX.

This is an awesome application. I was using an autohotkey script to perform a "paste to screen" function, but this app takes it to the next step. It's so easy to edit your image with the built-in tools. And paste-to-screen lets you put an screenshot as a floating image so you can reference it - a wonderful tool for developers. I love this.
