PDF-XChange Viewer is a feature-rich program that displays multiple PDF documents within a tabbed interface. Edit features include the ability to rotate documents, add comments/annotations to any PDF file, apply custom stamps from any image/PDF file/Windows clipboard, mark-up pages with text and objects, and type directly on any PDF page in "Typewriter" mode. The program supports exporting to BMP/JPEG/TIFF/PNG etc., or extracting text from a PDF page/file. Additional features include capturing the document with the snapshot tool (copies an area to clipboard), measuring tools for distance, area, and perimeter, and more. A recommended picture-to-text OCR plugin is available (thanks Bruce) as is a PDF help file.

Alternatively, PDF-XChange Viewer Portable adjusts paths and is bundled with the OCR plugin and help.

Note: The free version of PDF-XChange Viewer is missing some features of its commercial siblings, but is otherwise fully functional and totally free for both private and commercial use.

Allen: They work fine but you need to have the text identified within the file.  Some PDF files come WITH text but others are essentially just images.  Fortunately this program has an option for a worthwhile OCR program to help pull out that text.  After that, the highlight tool should work.

Unfortunately, most of the options to change the PDF document, such as inserting, deleting or page extraction are not available in the free version. Yet these functions are easy to find in a large number of free software.

Foxit Reader is a fast PDF viewer that includes annotation capabilities, Javascript support, interactive form filler, and built-in text converter. The interface includes text reading, two page view, rotation, autoscroll, text view, skins, measuring, and supports drag-and-drop. Annotation tools include text "sticky notes" and standard text boxes, as well as form data import and export. Can insert images, bookmarks, and files (including audio and video).

Includes PDF Standard 1.7 compatibility, support for the Adobe Portfolio format, Sharepoint integration, as well as command-line features and various signing tools (for both physical signatures and digital via DocuSign).

Functional in 64-bit and cross-platform (Linux). Foxit Reader Portable is a portable wrapper for Foxit Reader which portablizes paths and handles registry keys. Alternatively, a JPE launcher is available but paths are not portablized for recent documents.

Heard recently that Foxit now comes bundled with Conduit, essentially malware, that has causes a huge number of users issues with their systems. A search for 'Foxit Conduit' will return results.

Just thought I'd give a heads up here, even though it's likely the portable version isn't affected.

PDF-XChange is the PDF reader I use, but make sure You configure it
right before executing the programm.(fx. disable Java).
Foxit Reader doesnt have the tools I like that comes with PDF-XChange.

STDU (Scientific and Technical Documentation Utility) Viewer is intended to combine a variety of document, text, and graphics format viewers into one. The program includes a modern tabbed interface, search, rotate, thumbnail view, etc. The program can also export pages to an image file, create bookmarks, and more.

Primarily supporting formats used (as the program name suggests) for scientific/technical docs (TIFF, PDF, DjVu, XPS, and JBIG2), the program also supports a variety of others including FB2, Comic Book Archive (CBR or CBZ), TCR, PalmDoc(PDB), MOBI, AZW, EPub, DCX and both standard and specialized image formats (PCX, WMF, EMF, PSD).

Pretty decent PDF viewer, just the kind of lightweight app I was looking for. Unfortunately there is no 2-page face-to-face only layout view, as the 'face' layout it has scrolls down including any pages below. No idea why such an extra layout isn't included, as it's a better way to view books especially.

Doesn`t work half the time, keeps saying the epub file is corrupt. Yet, they open in Sumatra and just about any other epub viewer with no issues.

Cool PDF Reader is a very compact PDF document viewer. It is very fast and comes with everything you need to view and print PDF files.

This PDF reader is of very poor quality and besides it shows ads it has a nag screen on program's exit ("Do you need...", "Do you want...", etc).

Sumatra PDF is a lightweight, tabbed document reader for a variety of formats. Includes a wide variety of views including table of contents, rotation, facing pages, book view (2 pages side-by-side), full screen, and presentation mode. Includes support for bookmarks, command-line arguments, hotkeys, and more. Additionally, Sumatra can function as a portable browser plugin. Supported formats include PDF, ePub, MOBI, CHM, XPS, DjVu, CBZ, CBR, LaTeX.

Alternatively, Sumatra Portable adjusts recently used and most used file paths.

@Emka: Confirmed. I'm afraid install-copy-uninstall is the only way to extract the plugin from now on. :(

Actually, the installer of Sumatra PDF 2.3 can be extracted by running it with the /x command line switch. :) Extracting the installer requires admin rights, though.

So, updated instructions to extract the browser plugin:

Download the installer. Extract it by running it with the /x command line switch.

Exit the web browser and copy the files libmupdf.dll, npPdfViewer.dll, SumatraPDF.exe and optionally DroidSansFallback.ttf to the plugin directory of the browser.

Finally, restart the browser. The plugin is ready for use.

SumatraPDF would be great if it didn't support DRM. It prevents you from copying or printing PDFs that are "protected", and the author refuses to make it optional. Hypocritical for Free Software to support DRM if you ask me.
