mp3DirectCut is a small tool for editing MPEG audio directly. You can remove parts, change the volume, split files or copy regions to new files, all without the need to decompress your MP3 into PCM/WAV. This saves work, encoding time and disk space. DiskDigger recovers files from any type of media that your computer can read. such as USB flash drives, memory cards and hard disk drives. The types of files supported include BMP, GIF, JPEG, PNG, TIFF, DOC, PDF, MP3, AVI, WMV, OGG etc. DiskDigger is not a generic undelete utility. It works by scanning through each sector of the media and looking for "signatures" of the various file types. As such, it may be able to recover certain files that other generic undelete utilities are unable to.
Note: the current version is a nagware (unlimited though), but the originally completely freeware version wasn't updated since 2012 (v0.8.3) - if needed, it can be downloaded from the original website

Boom is a lightweight and simple audio player featuring gapless playback, ReplayGain support, a convenient structured genre/artist/album/song view of the indexed files etc. The program supports most major formats including MP3, Ogg Vorbis, FLAC, Musepack (MPC), WavPack, WAV, AIFF, MP4/M4A (requires Microsoft codecs included with Windows 7) and WMA.
Developed by the author of foobar2000, the program includes a simplified version of it's Properties dialog that provides basic tagging capabilities.
Note: When running in portable mode, Boom will index the contents of the folder it's installed in.

DSpeech is a text-to-speech program with the option of saving the output to a variety of formats, great for reviewing text or creating audio books. The program uses Microsoft's included speech engine SAPI5 but also supports dynamically changing the features of the voices using tags e.g. insert pauses, emphasize specific words, spell them out etc.
The program can do simple audio/voice recordings to save to WAV, and include some basic dictation / voice control tools ("ASR" for Automatic Speech Recognition). Text can be imported from a variety of formats TXT, DOC, DOCX, RTF, HTML, XML and PDF and outputs to MP3, OGG, AAC, WMA, OPUS and AMR.

I've got to say that DSpeech has come a long way over the past few years. The last time I tested it the program felt like it was just a simple throwaway text reader with Microsoft voices front-end program. What I tested today had loads of features, usability, and a great interface. This contrasts a lot of other voice-to-text tools that I've been playing with, including LibreOffice and Firefox add-ons, which are fairly basic.

BatchEncoder is a fast, highly configurable conversion tool for a wide array of audio formats. The program can compress or decompress audio using "lossy" formats (like MP3) or "lossless," meaning a perfect copy of the original.
Note that the program is a front-end interface for a variety of tools that the software downloads automatically for you, and then runs them in the background based on the set configuration.

Pazera Free Audio Extractor takes the audio from most major video files without loss of sound quality or converts them to a variety of common audio formats. The program can also behave as a simple conversion tool from one audio format to another (e.g. AAC to MP3).
